Add Google Ads Recommendations support: list recommendations with recommendation type, optimization impact, campaign/ad-group scope and resource name; optionally apply/dismiss individual recommendations through typed endpoints.

    Shipped. GET /v1/ads/recommendations lists Google Ads recommendations with type, estimated impact (current vs potential metrics), the campaign, ad group or budget they target, and the resource name, filterable by campaignId and types. POST /v1/ads/recommendations/apply (with optional parameters) and /v1/ads/recommendations/dismiss handle up to 100 at a time and return a per-item result.
