Allow repeat DM for new qualifying comments" toggle on Comment→DM automations

Comment→DM currently dedups per-commenter, so a person who already got the DM is skipped forever ("Already sent DM to this commenter"). For evergreen content, users often return days/weeks later and comment the keyword again because they lost the original DM. Request an optional per-automation setting: OFF = current per-commenter dedup, ON = each new qualifying comment is independently eligible to trigger the DM (across any post the automation covers). Keep the per-comment claim intact so a single comment still can't double-send; this is only about treating a genuinely new comment as a new trigger.

    Shipped: repeatPolicy on comment automations. { "mode": "once" } (default) keeps one DM per person; { "mode": "every_comment", "cooldownHours": 24 } makes every new matching comment eligible again (one comment is still answered once), with an optional cooldown. Available on create and PATCH, and in the dashboard editor as "DM on every comment" (the cooldown is API-only for now). Docs: "Comment automations".
